Ukrainian President Volodymyr Zelenskyy confirmed on August 25 that Ukraine has received a small number of Patriot interceptors capable of shooting down Russian ballistic missiles. During a press conference in Kyiv with Estonian President Alar Karis, Zelenskyy stated that while some Patriot missiles have indeed arrived, he cannot specify the exact quantity, though he emphasized that more are needed.
Patriot systems and AIM missiles
According to the Ukrainian Defence Ministry, Patriot systems utilize three types of missiles: PAC-2, PAC-3 CRI, and PAC-3 MSE. While PAC-2 missiles are primarily designed to engage aircraft and cruise missiles, the PAC-3 variants are capable of intercepting ballistic assets. In addition to the Patriot interceptors, Zelenskyy confirmed that Ukraine received AIM missiles, which have been in service with the Ukrainian Armed Forces for several years. These include the AIM-9 Sidewinder, AIM-120 AMRAAM, and AIM-7 Sparrow, which can be launched from F-16 fighter jets or ground-based NASAMS air defense systems. The president also received confirmation of future supplies of the French Crotale surface-to-air missile system.
Russian ballistic and cruise missiles
The need for these systems remains critical as Ukraine faces persistent large-scale barrages. In a recent overnight attack, Russia launched more than 40 ballistic and cruise missiles, alongside 168 drones, including jet-powered variants. While the Ukrainian Air Force reported that nearly 90 percent of the drones and most cruise missiles—including Kaliber, Kh-101, and Iskander K/Kh-59—were downed, the military did not specify how many ballistic missiles were intercepted. This strike resulted in 16 deaths and over 40 injuries in Kyiv and the surrounding region. Mayor Vitali Klitschko reported that the upper floors of a nine-storey residential block in the Solomianskyi district were destroyed, and overall, 30 residential buildings, a school, a children’s hospital, and a kindergarten were damaged.
US Patriot production
Zelenskyy has characterized the failure of allies to replenish air defense stocks as a cost to human life. Zelenskyy wrote on X that as long as Ukraine lacks sufficient anti-ballistic defense, Russia will not take peace efforts seriously, further noting that Patriot interceptors cannot yet be replaced and remain a daily necessity. In a missive sent on Memorial Day, the president underscored that Ukraine relies almost exclusively on the United States to defend against ballistic missiles, noting that while Ukraine has success against drones, it has not yet built its own capability to produce anti-missile defense systems.
The president previously noted that Ukraine requires 5% of US Patriot production to meet its needs but has only been receiving 1%. He stated that bridging the gap from 1% to 5% has required months of effort and millions of phone calls alongside other measures. Beyond military hardware, the Coalition of the Willing summit resulted in new support packages for Ukraine’s regions: Belgium and Denmark have committed to the Mykolaiv axis, while Estonia is supporting Zhytomyr. Additionally, Belgium and Germany announced energy assistance packages, and Sweden is providing funding for the production of Ukrainian drones.
Meanwhile, the Russian domestic energy sector faces ongoing disruption. Russia is set to extend its diesel export ban through September as refineries remain idle following repeated Ukrainian drone attacks. Russia introduced the ban on 8 July, and industry sources indicate that an extension until the end of the year is under discussion. The ban also extends to non-diesel fuels, including motor gasoline, until 31 January, while the export of jet fuel is currently banned.
