The dismissal, which occurred just six months into Fedorov’s tenure, is part of a broader government reboot intended to prepare the country for another difficult winter and to strengthen relations with key foreign partners.

Tensions Erupt Between Defense Minister and Military Command

Fedorov, who never served in the army, was tasked with modernizing a military fatigued after more than four years of fighting Russia’s full-scale invasion. Throughout his tenure, he clashed with the military’s command and their traditional approach, including commander-in-chief of the armed forces, Gen. Oleksandr Syrsky. During a press conference held in Kyiv on Thursday, Fedorov—appearing in his trademark dark T-shirt in front of a screen displaying images of drones—defended his record and criticized Syrsky.

Instead of figuring out how to defeat Russia asymmetrically, which is the army chief's task, Fedorov stated, he has figured out how to divide the country. Fedorov further remarked, The war has completely changed. We can’t keep going on what worked back then. He alleged that his modernization efforts were being stymied, claiming, All the initiatives we were proposing started to be blocked, and Syrsky … is not ready to look you in the eye and openly talk about those problems.

During a separate press conference in Kyiv alongside British Prime Minister Keir Starmer, President Zelenskyy acknowledged the tension between the two, noting that they could not work together.

Drone-Driven Strategy and Internal Government Struggles

Fedorov is widely viewed by Ukrainian lawmakers, soldiers, and civil society activists as one of the country’s most effective wartime officials. His early commitment to drone warfare is credited as a game-changer for Ukraine. His supporters point to his role in shifting battlefield momentum this year by ramping up drone purchases and orchestrating a crucial intervention to cut Russian units off from Starlink internet services. Additionally, Fedorov boosted soldier salaries, introduced plans for partial demobilization, and implemented game-like rewards systems for units that successfully neutralized Russian soldiers.

Public Protests and Political Fallout

The firing of the popular minister prompted immediate demonstrations. At a protest in Ivan Franko Square in central Kyiv, 31-year-old Maria Lavrynets told the BBC, I have lots of friends in the military. Lots of them died. I don’t want this to go on. We see [Fedorov’s] results. We see the motivation of the soldiers, we should stand for them.

The ousting follows a period of significant turnover in the Ukrainian government, including the resignation of Prime Minister Yulia Svyrydenko, which was accepted by parliament one day prior to Fedorov’s dismissal. Explaining the necessity of the overhaul, President Zelenskyy wrote on X: “Ukraine is changing its political strategy. Each priority area of foreign policy will be assigned to a specific person with substantial experience who is capable of implementing what we agree on at the leaders’ level and what the Ukrainian people expect.” He added, The same applies to our domestic work … Preparing for winter is an extremely important priority, and Ukraine must be ready for every threat that may arise.
